Luis Veiga da Cunha is a retired Full Professor of Universidade Nova de Lisboa in Portugal. . He graduated in Civil Engineering from the Instituto Superior Técnico and received his PhD at the same school in 1971.

He worked in Portugal until 1983 as professor, researcher and consultant. During this period he was involved in a large number of research projects and carried out activities as consultant and teacher in Portugal and in several foreign countries. Since 1963 his main activity was at the Laboratório Nacional de Engenharia Civil (LNEC-National Laboratory of Civil Engineering) with special emphasis, initially, on Fluvial Hydraulics, having done several research studies and, in collaboration with the Direcção Geral dos Serviços Hidráulicos he did a program monitoring solid transport in Portuguese rivers. Between 1971 and 1983 he directed the Núcleo de Hidrologia e Hidráulica Fluvial of LNEC, where he launched a set of initiatives and new lines of research in the domains of management and planning of water resources and their sustainable development. During the same period he was Full Professor of Hydraulics in the Engineering courses of the Military Academy. He was visiting Professor at Colorado State University (USA) throughout the school year of 1975-1976.

During 1983 and 1999 he moved to Brussels where he was the Administrator of the Division of Scientific and Environmental Affairs of the North Atlantic Treaty Organization. Among his responsibilities at NATO were running several programs including some focusing on “Science of Global Environmental Changes" (1990-1996) and “Environmental Safety” (1993-1998). Each of these programs led to a great number of projects and to the publication of about 60 books.

In 1999 he returned to Portugal, and since then he has worked as an Invited Full Professor at Universidade Nova de Lisboa, in the Department of Environmental Sciences and Engineering at the Faculdade de Ciências e Tecnologia. He is a member of the National Water Council since it was established in 1994, and of the National Council of the Environment and Sustainable Development since 2001. He was the Portuguese Delegate to the Scientific Committee of NATO (2001-2005). He was a member of the Intergovernmental Panel of Climate Changes (IPCC) from 1990 to 2001, and Principal Author of the chapter involving the impact of climate changes on Hydrology and Water Resources in the Third Report of IPCC, published in 2001. He was also the coordinator of the chapter on Water Resources, of the projects on Climate Changes in Portugal. Scenarios, Impacts and Adaptive Measures (SIAM I, 1999-2002 and SIAM II, 2003-2006

He founded and was the first President of the Portuguese Water Resources Association in 1977-1979. He was the director of the International Water Resources Association and president of the Committee on Fluvial Hydraulics of the International Association of Hydraulics Research. He was a member of the Editorial Board of Water Policy, the official technical-scientific journal of the World Water Council (1998-2006), and member of the Editorial Board of Water International, the journal of the International Water Resources Association (1976-1980). From 2010 to 2013 he was member and coordinator of the “Gulbenkian Think Tank on Water and the Future of Humanity “, an international group for reflection established on the initiative of the Calouste Gulbenkain Foundation, which gathers eleven prestigious scientists from different countries, and in 2013, as a result of the reflection, he published the book “Water and the Future of Humanity “ (Springer). He is a member of the Academy of Engineering of Portugal and of the Water Academy of France.

He is the author of a vast scientific and technical bibliography, with almost one hundred and fifty papers published, including one-third as books and book chapters, outstanding among which is A Gestão da Agua. Princípios Fundamentais e sua Aplicação em Portugal (Fundação Calouste Gulbenkian, Lisboa, 1980).

He is Grand Officer of the Order of Santiago de Espada in Portugal, and of the Order of Merit of France. He was Minister of Education in the V Constitutional Government (1979-1980).

Cargos atuais
Desde o início de 2004 sou professor da SNRE-School of Natural Resources and Environment, IFAS, Universidade da Florida, Gainesville. Minhas responsabilidades incluem dar dois cursos: Pensamento Crítico nas Ciências Ambientais (EVS 4021) 3 créditos para estudantes que estão para formar-se em Ecologia Multidisciplinar na SNRE. O segundo curso é Processos Científicos de Conservação e Desenvolvimento (3 créditos), oferecido uma vez ao ano pela SNRE para estudantes de pós graduação de todos os departamentos.

Fiz parte da equipe que planejou e ensinou Gestão Adaptativa da Água (IGERT- Estágios Integrados de Educação e Pesquisa em Pós Graduação), desempenhando 3 papéis ; a) como membro de uma equipe, ensinei novo curso núcleo sob o título de Gestão Adaptativa de Água, Terras Úmidas, e Bacias Hidrográficas; b) como instrutor de um seminário semanal sobre Gestão Adaptativa; e c) como instrutor em um seminário semanal de Liderança e Comunicação. Este último, após dois anos, agora é um Seminário de Liderança, Ética e Comunicação.

Cargos anteriores
De maio 1997 até maio de 2003, Chefe da Unidade de Desenvolvimento Sustentável da PROBIDES (Programas para a Conservação da Biodiversidade e Desenvolvimento Sustentável das Terras Úmidas do Leste ) em Rocha, Uruguai. Esse é um Programa de Conservação e Desenvolvimento de Reserva da Biosfera  financiado pela PNUD-GEF e União Européia, que teve início em 1993.

Entre outubro de 2001 e 2003, fui convidado e ensinar – como Professor Visitante – um módulo sob o título de “O Desafio Ambiental”, no Programa de Pós-Graduação em Assuntos Internacionais (GPIA-Graduate Program in International Affairs), na New School University em Nova Iorque.

Em fevereiro de 2002 recebi uma pequena bolsa da Fundação AVINA, para o desenvolvimento de um projeto de iniciativas de produção sustentável, a ser realizado dentro da Região de Reserva de Biosfera das Terras Úmidas do Leste.  O projeto promoveu três Oficinas que tratavam de estratégias associativas de desenvolvimento em um contexto de conservação, visando às comunidades locais, com a participação de agricultores, funcionários públicos, ONGS e especialistas da Universidade.

1990-1997: Sócio encarregado do Desenvolvimento de Produtos na BIOVIDA Innovação Ltda em São Paulo, Brasil, uma empresa dedicada à manufatura, montagem e distribuição de kits diagnósticos baseados em biotecnologia, para as indústrias médicas, agrícolas, de  ração e de alimentos.

Junho-dezembro de 1996: Consultor junto à Embrapa, o Instituto Nacional de Pesquisas Agrícolas, no Brasil, em sua sede em Brasília,  no Departamento de Comercialização da Pesquisa (DEC, sob a direção do Dr. Amélio Dall’Agnol).  O trabalho consistia em escrever as diretrizes gerais para um Documento estabelecendo os requisitos de uma estratégia de pesquisa  “orientada para o mercado”, na qual os objetos da pesquisa agrícola são definidos conforme a infraestrutura produtiva e necessidades das diferentes regiões do país.

1985-março de 1996: Professor Assistente de Melhoramento de Plantas, na Escola de Agronomia (Faculdade de Agronomia), Universidade do Uruguai, ensinando as disciplinas de Interação Genótipo-Meio Ambiente, Desenvolvimento de Híbridos, Recursos Genéticos, e também um Seminário de Biotecnologia (20 horas/semana). Durante três anos nesse período (1992-95), fui também Assistente do Diretor da Faculdade em questões que tratavam do Programa de Pesquisa Institucional

1985-1990: Fui nomeado Membro da primeira Comissão de Pesquisas da Universidade do Uruguai, e membro fundador do Comitê Nacional de Biotecnologia

1978-1982: No Estado de São Paulo, Brasil, fui encarregado do Desenvolvimento de Produtos para a Monsanto. A meta era desenvolver novas aplicações agrícolas para a linha Monsanto de produtos (reguladores de crescimento e herbicidas), através de programas de pesquisa aplicada e experimentos, tanto num contexto acadêmico como comercial. A maior parte do trabalho foi realizada em cana de açúcar e soja, com ênfase no uso de glifosato para sistemas de plantio direto e cultivo mínimo no manejo do solo.

1974-1978: Funcionário de Pesquisa Sênior como perito de melhoramento de plantas do Centro de Pesquisa em Gado e Pastagens da Embrapa, no Mato Grosso do Sul, Brasil.  Responsável por criar um programa de coleta de germoplasma e melhoramento de leguminosas nativas com potencial forrageiro. Minha pesquisa tratava do gênero Centrosema: as coletas foram realizadas em todo o norte do Brasil, esquemas de avaliação foram planejados (com ênfase nas características de fixação de nitrogênio, palatabilidade, e boa produção de inverno), e foi iniciado um programa de melhoramento de plantas. Dez ecotipos foram considerados interessantes e/ou promissores, e continuaram a ser desenvolvidos nesse Centro.

Graduated from Facultad de Ingeniería y Ciencias Hídricas, at Universidad Nacional del Litoral, Argentina; he has a M.Sc and Doctorate in Water Resources and Sanitary Engineering from Universidade Federal do Rio Grande do Sul. Consultant for water resources and sanitary engineering, ecohydrology, water footprint, risk management and environmental insurance, master plans, climate changes, management of demand, optimization of charging for water use. Experience of international cooperation with Europe, Asia and American Countries. Professor with a PhD level at of the University de São Paulo, Escola de Engenharia de São Carlos; advisor of a Graduate Program in Hydraulic Engineering and Sanitation. From 2007 to 2011 coordinated Environmental Engineering at EESC/USP. He has advised 23 academic Master’s degree dissertation and 4 doctorates already presented , 2 post-docs and10 scientific initiations that have already ended. Since 2014 he has been the General Coordinator of the Centro Nacional de Monitoramento e Alertas de Desastres Naturais of the Ministry of Science, Technology and Innovation (CEMADEN/MCTI). Currently he leads four CNPq Certified Research Groups.

Maria da Conceição Cunha is a Civil Engineer. She graduated from the University of de Coimbra and has a PhD in Applied Natural Sciences from the Catholic University of Louvain (Belgium). Currently Full Professor in the Department of Engineering at   the University of Coimbra, she is involved in the subject of decision models for the integrated management of water resources. She coordinates the research line on “Hydraulics, Water Resources and Environment”, at the MARE research Center, and alo the PhD Program of Environmental Engineering. She has coordinated several national and international research projects. Her research led to more than 250 publications in national and international journals and conferences. She is a member of the National Council of Water and President of   APRH.

Marcelo Jorge Medeiros, Civil Engineer, graduated from Universidade Federal de Minas Gerais (UFMG) in 1996, MSc. in Sanitation, Environment and Water Resources at UFMG in 2000, and MBA in Project Management at Fundação Getúlio Vargas (FGV) in 2006. From 1997 to 2009 was a Hydrology Engineer at Companhia de Pesquisa de Recursos Minerais (CPRM), holding the position of Executive Coordinator, framing and coordinating nationally important projects in the fields of hydrology, groundwater and territorial management. From 2009 to 2013 was Manager of Critical Events of the national water agency  ANA (Agência Nacional de Águas), where he coordinated actions to prevent and mitigate droughts and floods, conflict management among user sectors, supervision of reservoir operation and water resources management planning.  From 2013 to 2015, he was Director of Water Resources of the Department of Water Resources and Urban Environment of the Ministry of the Environment (SRHU/MMA), the federal agency in charge of formulating the National Water Resources Policy. Since July 2015, has held the positions of Substitute Secretary of SRHU/MMA and Executive Secretary of the National Water Resources Council. He works in the field of water resources management, extreme hydrological events, water resources engineering projects, hydrogeology and environment. His activities include water resources, hydrometeorology, forecasting and following up critical events, groundwater, hydraulics, natural disasters and territorial management.  

António Pedro B. Borges, 62, Mining Engineer, graduated from Instituto Superior Técnico at Universidade de Técnica de Lisboa.
His professional career covers over 35 years in water resources exploration and management, focusing particularly on groundwater and the management of rural development projects.
He held major positions in the water and sanitation sector in his country, Cape Verde, including:

• President  of INERF, Instituto Nacional de Engenharia Rural e Florestas;
• President of INGRH, Instituto Nacional de Gestão dos Recursos Hídricos;

and, most recently

• Coordinator of the Reform Committee of the Water and Sanitation Sector.

He was also Advisor to the President of the Republic of Cape Verde, and Cape Verde Commissioner at Expo Zaragoza 2008 on Water and Sustainable Development.
Currently he is the National Technical Assistant for Project CVE 078 – Support to PAGIRE, National Action Plan for Integrated Management of Water Resources, funded by the Luxembourg Cooperation, which is one of the two largest projects driving the ongoing reform of the water and sanitation sector in the Republic of Cape Verde.

Civil Engineer, graduated from Escola de Engenharia de Lins, in 1977, and specialized in Work Safety Engineering, besides training in water resources and public administration  .

He participated, as representative of the Department of Water and Electricity (DAEE Departamento de Águas e Energia Elétrica) in formulating and implementing the state policy of water resources in the 1980s and 1990s; he coordinated the installation and was the first Executive Secretary of the Basin Committee for the  Piracicaba, Capivari and Jundiaí rivers (CBH-PCJ) from 1993 to1999.

In the Department of Sanitation and Water Resources since 1999, he was Chief of Staff, Adjunct Secretary, Staff Advisor and currently, for the second time, is the Coordinator of Water Resources. From 2013 to 2014 he coordinated the restructuring and was the Secretary of the Basin Committee of the Upper Tiétê.

João Carlos Coser is a Law graduate fromUniCEUB, did post-graduate studies in Public Law and Public Procedural Law at Faculdade Cândido Mendes in Vitória.
He began his political career in the 1980s when he participated in the movement to found the PT(Workers’ Party). Coser also participated actively in the social movements. He became president of the Sindicato dos Comerciários do Espírito Santo (Trade union of workers in commerce of Espírito Santo)(84/86) and of the Central Única dos Trabalhadores - CUT-ES (Central Workers’ Trade Union)(85/86).
Elected state representative for two terms (1986-1989 and 1990-1994). He also became a federal representative for two terms (1995-1998 and 1999-2002). In 2004, elected mayor of Vitória with 57.90% of the valid votes, and re-elected in 2009 in a single round with 65.03% of valid votes.
In April 2009, João Coser was elected president of the  Frente Nacional  de Prefeitos (National Front of Mayors) (FNP) for the 2009/2011 biennial, and re-elected in 2011, ending his period as head of the body in April 2013.
Currently, João Coser is Secretary for Sanitation, Housing and Urban Development of the State of Espírito Santo.

Professor at the Instituto Superior Técnico and consultant in the field of the Environment and Water Resources at Bluefocus. He has worked in hydrology and water resources management and planning for over 25 years. Throughout his career he has worked at the Laboratório Nacional de Engenharia Civil and Instituto da Água. He was a member of the Governing Committee for  6 years and President of the Portuguese Association of Water Resources for 2 years. Currently he is the President of the General Assembly of this Association.

He has worked in regulation since the first agencies were founded in 1997. In the Federal District Government he was Director of Companhia Energética de Brasília - CEB, Coordinator of the Urban Infrastructure and Development Agency (AGINDU - Agência de Infraestrutura e Desenvolvimento Urbano, and technical person in charge of the Law Bill that led to the Regulating Agency for Waters, Energy and Basic Sanitation of the FD – ADASA- Agência Reguladora de Águas, Energia e Saneamento Básico do DF – where he was a member of the first Collegiate Board of Directors
In the federal administration he was General Coordinator of Water Resources of the National Department of Waters and Electric Energy (DNAEE ); he was a member of the team that organized ANEEL; he acted as Advisor of the Agency Directors; advisor to the president of Electronorte and Head of the company’s Department of Technical Coordination.
He was a member of the National Council of Civil Defense, member of the National Council of Sanitation, of the National Council of the Environment and of the Governing Council of CODEVASF.
As representative of the Ministry of Mines and Energy, he was one of the coordinators of the Law Bill that led to the National Water Resources Law.
He has worked in the field of water resources and sanitation for over 25 years.
He provided consultancy in private sector projects in the field of electricity, water resources and sanitation. He has published several works at national and international seminars in the field of energy, water resources and sanitation, and represented Brazil in several international bodies  and also coordinated international projects for technical cooperation.
He was Director (2004/2007) and President of ADASA (09/2010 a 09/2015) and Vice-President (2011/2014) and President of the Brazilian Association of Regulating Agencies ABAR -Associação Brasileira de Agências de Regulação)  (2014- September 2015).

Brian Richter has been a global leader in water science and conservation for more than 25 years. He is the Chief Scientist for the Global Water Program of The Nature Conservancy, an international conservation organization, where he promotes sustainable water use and management with governments, corporations, and local communities. He is also the President of Sustainable Waters, a global water education organization. Brian has consulted on more than 120 water projects worldwide. He serves as a water advisor to some of the world’s largest corporations, investment banks, and the United Nations, and has testified before the U.S. Congress on multiple occasions. He also teaches a course on Water Sustainability at the University of Virginia.

Brian has developed numerous scientific tools and methods to support river protection and restoration efforts, including the Indicators of Hydrologic Alteration software that is being used by water managers and scientists worldwide. Brian was featured in a BBC documentary with David Attenborough on “How Many People Can Live on Planet Earth?” He has published many scientific papers on the importance of ecologically sustainable water management in international science journals, and co-authored a book with Sandra Postel entitled Rivers for Life: Managing Water for People and Nature (Island Press, 2003). His new book, Chasing Water: A Guide for Moving from Scarcity to Sustainability, was published by Island Press in June 2014.

Rafael Kelman graduated as a Civil Engineer from the Federal University of Rio de Janeiro (UFRJ), MSC in Water Resources and PhD in Systems Engineering from COPPE/UFRJ. Teresa E. Leitão is a Main Researcher with Habilitation at Laboratório Nacional de Engenharia Civil (LNEC). President of the Board of Directors of the Portuguese Water Resources Association (APRH- Associação Portuguesa dos Recursos Hídricos), from 2004 to 2006, and Vice-President of the Scientific Council of LNEC from 2002 to 2004. Currently she works at the Center for Water Resources and Hydraulic Structures of DHA/LNEC, specifically in the fields of hydrogeology and hydrogeochemistry, including monitoring, pollution control with numerical and physical modeling (on laboratory and demonstration scale), and also management of induced recharge of aquifers and rehabilitation of polluted aquifers.
She has worked on more than 340 publications, namely 1 Habilitation Thesis; 1 PhD Thesis, 116 LNEC reports; 17 books or book chapters; 1 LNEC Memoir; 74 communications presented at national and international scientific meetings; 33 articles in national and international journals; 16 posters presented at national and international scientific meetings and 83 other technical reports.

Member of the National Water Resources Council (CNRH- Conselho Nacional de Recursos Hídricos) since it was founded, initially representing Basin Committees, and in the last five terms representing the hydroelectricity sector, small and medium power producers. Member of the State Council of Water Resources of Rio de Janeiro- CERHI-RJ, of the State Council of Water Resources of Minas Gerais – CERH-MG and member of the board of two state committees, one in Rio de Janeiro - – Rio Dois Rios and the other in Minas Gerais – COMPÉ. Former President of the Board of Directors of the Paraíba do Sul River Basin Agency – AGEVAP from 2005 to 2007. Member of the collegial board of the Committee for the Integration of the Paraíba do Sul River Basin -CEIVAP, representing the Minas Gerais users, as Secretary in the 2005/2007, 2007/2009, 2009/2010 and current terms – 2015/2017. Coordinator of SERPASUL – an annual event that has taken place since 2009 and that focuses on discussions about “The Hydroelectric sector and the Paraíba do Sul River Basin”.

Coordinator of research projects in water resources management, emphasizing extreme phenomena; fluid mechanics and its applications to flow in canals. Involved in studies and research on international rivers, specifically in the Iberian Peninsula. Coordinator of work groups in several national and international projects, Currently, advisor to 6 PhD and several Master’s theses. Author/Co-author of 6 book chapters and over 120 publications in international peer-reviewed journals, and communications in congress proceedings.

Luiz Gabriel Azevedo is a Civil Engineer. He graduated from UFBA, with an MSc and PhD in Engineering (Hydrology and Water Resources Management ) from Colorado State University, USA. He worked at the World Bank from 1993 to 2007, leading programs on water resources, environment, rural development and sanitation in Latin America (Mexico, Peru, Argentina, Uruguay, etc.), with emphasis on Brazil where he coordinated the Bank’s work on water resources, and was responsible for several state-level projects (PROGERIRH in Ceará, PGRH in Bahia, and others), besides several national projects, such as PROAGUA Semi –Arid, Guarani Aquifer, and others. For five years he led the World Bank Program for Brazil in the fields of the Environment and Sustainable Development. In this position he coordinated the implementation of programs such as PPG7 (Pilot Program for the Protection of Tropical Forests), besides the Projects of the Global Environmental Fund (GEF). Also at the World Bank, he worked in Africa on water supply programs for urban and rural communities in Mozambique and Europe and Central Asia, as a leading specialist in water resources, responsible for water resources, environmental and sanitation projects in countries such as Russia, Hungary, Romania and Belarus. He was Vice-President of WWF International for Latin America, and coordinated the formulation of various projects and partnerships for regional conservation. In 2008 he joined Construtora Norberto Odebrecht, and worked in the corporate field on issues concerning the environment, water resources, climate changes and sustainability. He was sustainability director of Odebrecht Energia. Currently he is the Sustainability Director of Construtora Norberto Odebrecht, supporting the implementation of projects in Brazil and in approximately 20 countries.
Gabriel was Director, Vice President and President of the Brazilian Water Resources Association (ABRH), Director of the International Water Resources Association (IWRA), he is a member of the Board of Directors of FUNBIO (Brazilian Biodiversity Fund), he is the representative of Odebrecht to the International Hydropower Association (IHA) and to the World Water Council (WWC) and he is a member of the Brazilian Committee of Large Dams.
During these over 25 years of professional experience, he has received several awards and given dozens of talks and presentations. He produced several technical articles, articles for periodicals and journals, coordinated the production of books and wrote several chapters for different publications.

Armando Silva Afonso has a PhD in Civil Engineering from Universidade do Porto and is Retired Professor of the Department of Civil Engineering of Universidade de Aveiro, where he still collaborates as Invited Full Professor. He is a Counseling member of the Association of Engineers in Portugal (Ordem dos Engenheiros de Portugal).
Founder and current president of the Board of ANQIP – Associação Nacional para a Qualidade nas Instalações Prediais (National Association for the Quality of Building Installations), an association to promote and ensure water quality and efficiency in buildings. He also founded the APRH - Portuguese Water Resources Association and ANCV- National Association of Green Roofs and member of the board of the Platform for Sustainable Construction.

MONICA FERREIRA DO AMARAL PORTO is Associate Secretary of Sanitation and Water Resources of the State of São Paulo. Full Professor at Escola Politécnica da Universidade de São Paulo for Environmental Engineer. Civil Engineer, graduated from Escola Politécnica da USP in 1978. MSc, PhD and Title of Full Professor (Livre Docente) were obtained, respectively, in 1983, 1993 and 2002 at Escola Politécnica da Universidade de São Paulo. CEO of Fundação Centro Tecnológico de Hidráulica from 2008 to 2014. President of ABRH – Brazilian Water Resources Association in1996- 1997. Participates in several Brazilian and international organizations in the field of water resources and water quality.

Civil Engineer, MSc. In Environmental Technology from Universidade de Brasília. Since 2003, specialist in Water Resources at the ANA-National Water Agency. Currently Superintendent of Water Resources Planning at ANA. This area is responsible for elaborating and coordinating water resources plans; hydrological studies; studies to evaluate water quality and proposals for its classification; update of water balance and publication of the report on the status of water resources in Brazil; ; and sectorial studies to provide additional information for multiple water use planning and compatibility. Outstanding among these studies is the conclusion of the Brazilian Atlas on Urban Water Supply (Atlas Brasil – Abastecimento Urbano de Água) and the elaboration of the Atlas for the Clean Up of River Basins – Sewage Treatment (Atlas de Despoluição de Bacias Hidrográficas – Tratamento de Esgotos ) and the National Plan for Water Safety.

Francisco Nunes Correia was Minister of the Environment, Territorial Organization and Regional Development from March 2005 to October 2009. In June 2010 he was inducted by the President of the Republic as Grand Officer of the Order of Infante D. Henrique for work done. In October 2009 he returned to the position, that he has held since 1998, as Full Professor in the Scientific Field of the Environment and Water Resources in the Department of Civil Engineering, Architecture and Earth Resources at the Instituto Superior Técnico. He founded the Portuguese Partnership for Water (PPA-Parceria Portuguesa para a Água) and has been president of this organization since 2011. Appointed by the European Commissioner for the Environment as member of the “High Level Steering Group” of the European Innovation Partnership for the Water Sector, in the 2020 Horizon Framework Program of the EU.

Received the degree of Specialist from LNEC in 1983, and PhD in Civil Engineering in the USA, at Colorado State University in 1984. Attached to Universidade Técnica de Lisboa in 1992, and Coordinator of LNEC since 1995, received the Manoel Rocha Award from LNEC, and the Research Prize from the Portuguese Water Resources Association.

Between 1986 and 1989 he was Director General of Natural Resources for the Ministry of Planning and Territorial administration. He was appointed Coordinator of the Work Group to elaborate the National Plan for Environmental Policy between 1993 and 1995, and National Coordinator of the Polis Program between 1999 and 2003. In 2004 and 2005 he was President of the National Laboratory of Civil Engineering (LNEC). European coordinator of several Community projects on research, especially Eurowater and Water 21. World Bank consultant for water resources projects (PROSAM and Semi-Arid ProWater), and consultant to the Government of Macao for planning and environmental management.

Between 2011 and 2013 collaborated in the “European-Union- Brazil Sectorial Dialogues” cooperation project, funded by the European Commission, with outstanding contributions to the “Water for All” Program, of the Brazilian Ministry of National Integration. Since 2012 has collaborated with OECD in the “Water Governance Initiative” and “OECD Policy Dialogues on Water Governance”, specifically as reviewer in evaluating water policies in Holland (2013), and as expert in Brazil (2014 and 2015). During his academic and professional life he has acquired great experience as researcher, teacher and consultant on the environment, water resources and regional development. Author or co-author of 10 books and over 130 articles, book chapters and technical reports.
